Abstract

The article describes how the change to the low-value stamps was implemented in Great Britain. The Secretary and Controller of Stamps to the Board of Inland Revenue wrote in October 1910 to the Secretary of the General Post Office proposing a reduction in the printed area of the stamps, and asking for the approval of the proposal. The proposal was approved and the change was implemented, but the change seems not to have been noticed by the general public, or by collectors.
