Abstract

New discourses have emerged in regard to the development of the cultural sector. In many cases, experiences from the Global South are not part of the international discussion. Despite representing 16% of the population in the United States, Latin-American cultural roots present great contrasts and conflicts with the U.S. legal, policy, and trade frameworks. The objective of this research is to explore the case of Puerto Rico as a region in which cultural differences affect the design and implementation of cultural policy. Overall, the analysis focuses on the implications for arts management, including differences in managers’ profiles and the challenges organizations face in an environment of political, social, and cultural shock.
