Abstract
- In economic development, leaders are often faced with tough decisions between two or more worthwhile projects. Different criteria exist to guide those leaders in their decision-making process. This paper describes the welfare weights technique, which is useful for determining which income groups benefit most from a public project. If leaders decide to favour projects benefiting lower-income groups, the welfare weights technique enhances the project selection process by identifying which groups benefit most from a particular project.
