Abstract

The article discusses the water budgets as the framework for conservation in the U.S. It notes that the uncontrolled use of water in the country especially in the west during summer outdoor-irrigation season has been a problem for many water providers. It states that the pattern adds to water quality problem, drives expensive infrastructure investments and continues the revenue volatility. It suggests that the present water pattern is highly inefficient application of a valuable resource.
