Abstract

In the middle of the last decade, new guidelines for spatial planning policy were adopted in Germany. There was quite a lot of criticism at the time, saying that this constituted a realignment of German spatial planning, with the focus being shifted more towards growth and the metropolitan regions. This contribution shows that, despite the major importance attached to metropolitan regions as “growth motors” in the guidelines, the structurally weak peripheral regions also play an important role in certain places. One problem with the guidelines is, however, the fact that not all German metropolitan regions are growth motors, but have major structural problems instead. Moreover, nothing is said about increasing socio-spatial segregation, even in dynamic and successful metropolitan regions.
