Abstract

Collaboration between non-profit organizations and governmental sectors of all levels in public crisis will exert a great influence on the performance of public crisis management. Through referring to foreign appraisal pattern for collaborative performance between organizations and sampling Oxfam Hong Kong for their performance in 5.12 earthquakes, this paper has conducted a genuine survey of collaboration between non-profit organizations and governmental sectors in public crisis management. And the survey demonstrates that while in 5.12 earthquakes there's been a favorable cooperation between Oxfam Hong Kong and governmental sectors of all levels concerning communication, commitment, equality, capability, trust and respect, which to some degree serves as a benchmark for collaboration performance between non-profit organizations and government in public crisis management.
