Abstract

The article discusses the implementation of the HIV testing in hospitals, emergency rooms and health care clinics to protect patients from infection in New York. It explores the passage of the Chapter 308 of the Laws of New York by Governor David Paterson to revise the informed consent requirements of HIV/AIDS testing while pursuing adequate patient protections. It also mentions the factors to consider in planning HIV test including politics, scientific controversy and public health policies.
