Abstract

The article focuses on the water issue of Pecos River in New Mexico and Texas and the administrative control on its associated aquifers by the federal government of the U.S. It highlights the cost of water rights in the rural region that provide immediate and long term solutions for interconnection between surface and groundwater hydrology. It discusses the water rights settlement agreement with irrigators in the lower region of the river basin.
