Abstract

In this article, the author discusses the support provided by the human intelligence (HUMINT) to the U.S. Government and the Department of Defense, which comprises counterintelligence (CI), security, and intelligence consummation. It reflects that intelligence without strategy and good governance is wasteful, abusive and fraudulent. He suggests a framework for managing the HUMINT to enhance the decision making ability of the government.
