- Proposes an estimator of variation in party influence in roll-call voting in the United States Congress. Use of a spatial model; Consistency between the Rice index of party dissimilarity and a 'party-less' null model; Changes associated with the packing of the Rules Committee in 1961 and the procedural reforms of 1973.
