Abstract

The article discusses how the solution of individual priority problems in businesses has developed the administrative procedure of the Priorities Division of the Office of Production Management in the U.S. during World War II. The general pattern of the procedure are based on two principles, which are to avoid a sharp break from the system of priority ratings in order to prevent serious dislocation of industry, and to center final control in one agency, and at the same time to decentralize administration. There are several problems that face the Priorities Division, but the author notes that one whole industry should not be viewed as more important than another industry. However, the needs of one industry should take precedent over the needs of another.
