Abstract

The article discusses the U.S. government's focus on the disposition of federal property during World War II. Government interest in this problem arose due to shortages of materials for federal agencies not directly associated with the war effort and an examination of legislative policies for inevitable post-war surplus. The U.S. Congress has specific responsibility for the control of federal property in accordance with the U.S. Constitution. All U.S. government agencies have been directed to the U.S. Procurement Division's catalog of available surplus supplies before ordering new goods. Analysts say the government's experience gained through wartime should prove valuable in dealing with surpluses in the post-war era.
