Abstract
- The article presents commentary and criticism of Alice John Vandermeulen's report "Criteria of 'Adequate' Governmental Expenditure and Their Implications," originally published in the 1949 volume of the journal. The underlying philosophy of the paper concerning public expenditure evaluation criteria formation is addressed, particularly challenging Vandermeulen's treatment of total government expenditures as inadequate due to an "organic" economic approach, despite individual lesser functions being fulfilled.
