It states that private investor Gary Klesch has agreed to buy the Heide refinery from Royal Dutch Shell PLC in August 2010. It discusses the role of the German Federal Network Agency (Bundesnetzagentur or BNetzA) in the regulations related to the industry. It says that the free-market transactions in the energy sector have been allowed by the German government without considering the origin of the involved companies.
