Abstract
- The article discusses the legal and environmental challenges faced by the U.S. maritime administration in disposing of the Suisun Bay non-retention fleet. It outlines the procedural history of the case against the maritime administration which was found to be in violation of the (CWA) California Water Quality Board. It explores the major legal impediments to non-retention vessel disposal including National Invasive Species Act (NISA), in-water growth removal issues, and anti-degradation.
