Abstract

The article looks at the political scene in North Korea in 2011. Its leader Kim Jong-il and his successor Kim Jong-un did not attend the Supreme People's Assembly (SPA) meeting held on April 7, 2011 which discussed the economy and approved the budget. SPA appointed Ri Myong-su as people's security minister and transferred Jon Pyong-ho from the National Defence Commission to an unknown post. It notes that the visit made by former U.S. President Jimmy Carter on behalf of the Elders, a group of retired leaders, did little to kick-start the nuclear talks.
