Technology transfer:A Policy nightmare.

The article reports on the challenge faced by the U.S. Administration of developing a policy to curb the illicit technology transfer from the U.S. It reports that the illicit technology transfer according to the U.S. has helped the Soviet Union build a cruise missile.
