Abstract

The article focuses on the reform scheme proposed by former Under Secretary of Treasury for Monetary Affairs Robert V. Roosa for the international monetary system, which involves the creation of a new reserve asset to be held by central banks. It says that under the reform scheme, the International Monetary Fund would get payments of agreed-on amounts from several contributor nations. Moreover, Roosa views that his proposal would reduce reserves by a majority vote of the contributing nations.
