The article presents the political and economic conditions and risk assessment in Iraq for December 1, 2008 and March 1, 2009. It notes that the status of forces agreement (SOFA) which was approved by the Iraqi Parliament on November 27, 2008, was an element of which is a requirement for the withdrawal of all U.S. combat forces in the territory of Iraq by the end of 2011. It also looks at the victory and term of Iraq Prime Minister Nuri al-Maliki after the January 31, 2009 elections.
