Abstract

The article offers information on the difficulty in managing the integration of financial and labor management in New York City. It states that the pay and fringe benefits of New York, are amongst the highest in the nation, where unions believe that high cost of living requires higher pay. It mentions that to get maximum returns from service cuts, the city has to shrink the areas funded out of local revenues. For this, Mayor Abraham Beame, has laid off 20,000 workers.
