Abstract

The article reports on problems that foreign students in the U.S. states of Maine, Michigan, and New York have experienced due to increased enforcement of immigration regulations by U.S. Customs and Border Protection agents near the Canadian border. It presents a description of how U.S. immigration laws have been altered since the September 11, 2001 terrorist attacks and explores several instances near Rochester, New York where international students have been detained and questioned at border checkpoints, on trains, and at bus stations regarding their citizenship status. It also presents comments from several individuals regarding this subject including law professor Nancy Morawetz, immigration lawyer Frank A. Novak, and University of Rochester official Cary M. Jensen.
