The article offers information on the efforts to modify the military exchanges into the form of modern business. To that effect after a preliminary accounting survey, an advisory committee was formed headed by Karl D. Gardner of the W. T. Grant variety chain. It states that according to the new plan, exchanges are to be a chain store business operated by a civilian personnel with centralized executive control by the U.S. Army.
