Abstract

The article focuses on the plan of the International Ladies' Garment Workers Union (ILGWU) to collect a flat tax from every signatory to the ILGWU contract to buy finished goods from overseas in 1980. The move was driven by the little success of the union in fighting clothing imports that have negatively affected its membership. The tax on imports was won by the union in negotiations for a master contract that covers roughly 350,000 garment workers in the U.S.
