Abstract
- This article reports on the move by the U.S. Department of Health & Human Services to take a stricter policy about the disposition of its funds given as research grants to some of the leading universities. It explains that move is in response to loose accounting policy by universities on how research grants from the federal government are spent. Stricter accounting policy should prevent research scientists to spend the grants for the reason intended and not based on what they saw fit.
