Abstract: The article presents an analysis on the voluntary stakeholders agreements (VSA) and rights information infrastructures (RII) in digital library programmes. It mentions the significance of consensus, free negotiation and representation as main characteristics of VSA. A European project called Arrow that develops a system to manage rights information for digital library programme and facilitates diligent search to identify the right status for digitization is also mentioned.
