Abstract
- The article discusses Governor William M. Tuck's proposal to block unionization of state, county and municipal workers as he urged legislature to declare unionization of employees of the state a violation of public policy. The proposal was an offshoot by Congress of International Organization (CIO)'s State, County & Municipal Workers of America's attempt to organize and negotiate for membership of employees of Richmond. It indicates plans by Senator Harry F. Byrd to introduce a bill requiring labor to assume responsibility that accompanies power.
