Abstract

The article reflects on issues concerning the inability of Germany to keep up with the level of industrial production from other European countries as of July 1948. It surmises that the division of control and responsibility for Ruhr hard coal production is one of the reasons for the stagnant industrial production in the country. It explains that while other European countries have resumed coal production close to, or even above prewar levels, Germany is just producing about 70 percent of the 1936 average.
