Abstract

The article focuses on the decision of six Schuman Plan nations in Europe to open up a common market for steel in April 1953. The process which begun with coal, iron ore and scrap has been completed by the move. The European coal-steel pool is said to be facing its real test on whether it will emerge as a shelter for prewar cartel practices or opt to become the mechanism to ensure real competition. The move removes the protection provided by tariffs and import quotas to the national coal and steel industries of the countries.
