Abstract
- The article focuses on the implications of the increase in the number of U.S. companies that are selling in the Soviet Union or actively seeking markets there in 1970. The Congress has asked the Commerce Department to shorten the list of goods that must be licensed for export to Russia. The barriers that prevent the rapid expansion of U.S.-Soviet trade include high tariffs against Russian products. The Soviets are known for being tough negotiators but live up to the letter of their contracts. INSET: How to get Ivan to close the deal.
