- The article reports on the manufacturing of better and cheaper cigarette paper as of March 1931 by Americans Louis and William Schweitzer in the hope that American cigarette producers would switch to their product instead of continuing to patronize its French competition, which has long supplied paper to tobacco companies in the U.S.
