Abstract
- Since 1962 manpower retraining facilities in the U.K. have increased almost fivefold and the government has recently announced a programme of expansion up to 1975 which will, if realized, far surpass this rate of growth.[1] This paper examines briefly the benefits that are likely to result from investment in manpower retraining. In particular, it stresses the need for flexibility and adaptability in the organization and management of a programme of manpower retraining. Against this background the U.K. system of Government Training Centres (G.T.C.s) is examined, and it is argued that there is a need for a considerable expansion in retraining effort--part of which, it is suggested, might be organized through the existing structure of the Industrial Training Boards.
