Abstract
- The article focuses on the confirmation made by U.S. Secretary of Defense Robert McNamara in 1967 that the Soviet Union commenced the construction of a Fractional Orbital Bombing System (FOBS), a missile system set in outer space. According to MacNamara, the success of the Russian experiments in outer space may render the bombing system operational in 1968. It also adds that the U.S. Department of Defense waited to gain evidence before McNamara decided to confirm the existence of FOBS.
