Abstract

The article discusses the U.S. National Transportation Safety Board's (NTSB) claim that air traffic controllers and U.S. Federal Aviation Administration (FAA) rules in effect in the air corridor over the Hudson River between New York and New Jersey were responsible for the midair collision between a tour helicopter and private fixed-wing aircraft that took away nine lives. The NTSB concluded that the inherent limitations of the see-and-avoid concept were possibly responsible for the accident.
