Abstract

The article discusses the inter-relationship between effective leadership and quality improvement of early childhood education and care (ECEC) in England and Hong Kong, China. It mentions that Hong Kong developed a voucher system for pre-primary education while England gave a school grant for children including those in deprived areas. It says that the Office for Standards in Education (OFSTED) is responsible for the inspection and regulation of educational services in England and in the development of the early years foundation stage (EYFS). Moreover, Hong Kong has adopted a different approach to quality which involves school's self-evaluation under the Quality Review Framework.
