Abstract

The article reports on the plan of the Indian government to make changes to its civil service examinations. The current system is said to require applicants to go through processes, such as passing the preliminary and main exams, and then an interview. Starting in 2011, the Union Public Service Commission plans to replace the civil services exam with a civil service aptitude test (CSAT), which has an optional and a general studies paper. The plan is to make entrance a more level playing field for all candidates, but some have accused it of being biased.
