Abstract
- The article examines the effort of the Office of Personnel Management (OPM) to modernize the paper-intensive processes to support the retirement of federal employees in the U.S. In its effort, it states that the agency has integrated its database for retirement information, and enhanced customer service capabilities that support customer needs and provide self-service tools. However, it argues that OPM failed to develop a complete plan that will guide the program to proceed without the system.
