Abstract
- The article discusses the reason the synthesis of local knowledge could be excluded from time to time from governance systems due to barriers brought about by existing policies. It cites the case of the Traditional Use of Marine Resources Agreement (TUMRA) renegotiation process between the Great Barrier Reef Marine Park Authority (GBRMPA) and the Girringun Aboriginal Corp. (GAC) in Northern Queensland, Australia in 2009 to examine the possible barriers that prevent possible governance partnerships.
