EDITORIAL.

The author reflects on the policy achievement of the New Labour administration in Great Britain during the last 12 years with respect to special education. According to the author, despite usual debates and controversies, the government has made a spirited attempt at tackling some problems in this field. Efforts include the announcement of A Programme of Action in 1998, which set out plans in five broad areas of special education needs activity.
