- The article reports on the technological performance in Croatia. It notes that the introduction of an innovation policy for progressing towards knowledge-based economy attribute to Research & Development (R&D) in 2000. It mentions the launch of the first innovation policy program, HITRA in 2001 influenced by the Lisbon agreement and innovation strategies of the advanced European Union (EU) nations. of HITRA
