Abstract

This paper is an attempt to provide a quantitative comparison of the two main policy approaches used. A simple econometric model of the demand for tobacco is used to analyse the impact of legislative and voluntary controls on smoking trends in a group of fifteen OECD countries between 1962 and 1980. The criterion for the inclusion of a country in the study was the level of GNP per capita over $5000 in 1978 and those included are Australia, Austria, Belgium, Canada, Denmark, Finland, France, Federal German Republic, Japan, Netherlands, New Zealand, Norway, Sweden, UK, USA. Three other countries (Switzerland, Iceland and Luxembourg) satisfy this criterion but have been excluded through lack of satisfactory data. [ABSTRACT FROM AUTHOR]
