Abstract

The article focuses on the U.S. President, Richard M. Nixon's proposal for executive reorganization. A panel dealing with Nixon's reorganization proposals met immediately after his re-election, November 10, 1972, at the Region I ASPA Meeting in Newport. ASPA Meeting in Newport. R.I. Douglas Fox, the editor of this symposium, presented a paper at this meeting, later published in the September/October 1973 issue of this journal as "The President's Proposals for Executive Reorganization: A Critique." It is safe to predict that whoever occupies the presidency will advocate a reorganization plan similar in broad outline to Nixon's. The President proposed to consolidate the Departments of Interior, Commerce, Labor, HUD, HEW, and Transportation, as well as some other functions of other departments, such as Agriculture, into four new departments: Community Development, Natural Resources, Human Resource, and Economic Affairs. The secretary would be given increased managerial authority and staff. Programs would be organized around functional goals of the agency rather than clientele, and decentralization granting much more authority to field offices would take place.
