Abstract: David Newbery's (1975) paper on the economics of free-access resources devotes considerable space to critical comments on my (1972) paper on the same topic. I shall deal first with Newbery's criticisms, all of which I believe to be invalid. I shall then assess his distinction between "over-exploitation" and "congestion", and show the close relation between Newbery's principal theorem and the main point of my own analysis.
