Is a new European refugee regime emerging?

A conference paper about the asylum system and refugee paradigm in Europe is presented. It explains the internal dimension and external dimension of the European asylum system and how the European Union is moving towards a more systematic approach to handling asylum. It discusses the challenges of European states in defining the refugee paradigm, as well as their fear of the legal obligations when considering someone a refugee.
