Abstract

The article presents a government effectiveness risk assessment for Kazakhstan as of April 2009. The quality of public administration in the country is described as poor. The prevalence of political corruption at all levels of government is cited. Two government effectiveness risk scenarios are described, including a failure of administrative reforms to improve the decision-making process and regional elites becoming restive.
