Abstract

The article looks at the public library national ratings systems particularly the Hennen's American Public Library Ratings (HAPLR) in the U.S. Based on a study, it was found out that HAPLR as a rating system is not a scientifically validated measurement instrument since without validation testing, there is no basis for concluding that HAPLR assesses library quality, excellence, greatness, or value. It is suggested that determining what levels and mix of materials, programs, and services are most appropriate is a central challenge for libraries.
