- Chapter 4 of the book "Vouchers & the Provision of Public Services" is presented. It reports whether the food stamp program can offer lessons to other fields of public service provision on the advantages and disadvantages that arise from the use of vouchers as a tool for the delivery of public services. It discusses the history of the program, how it is operated, and the rules governing the program. It concludes by saying that there are few such lessons from the food stamp program.
