Abstract

The article discusses the paradigms and the evaluation of cultural policy in Canada. Here, four paradigms in the analysis of public policy, one each in the fields of economics, political science, public administration, and public choice are discussed. The four paradigms are distinguished from each other according to their relative emphasis on three aspects of policy-making. The protagonists of a paradigm may develop concepts which are not easily verified as a way of repudiating evidence which is disconcerting.
