Abstract
- The article discusses the debate involving the alteration of the traditional themes on the British Constitution of 1986. Dawn Oliver and Rodney Austin traced important details of the Westlands affair's events, focusing on the convention of collective responsibility, the convention of individual ministerial responsibility, and the function of civil servants. Questions made by the Treasury and Civil Service Committee and the rejection of the Commons Procedure Committee by the House of Commons brought out another constitutional concern relative to the Westlands affair followed by Head of the Civil Service Robert Armstrong.
