GUEST EDITORIAL: THE COMMISSION'S WHITE PAPER GOVERNANCE IN THE EU -- A SYMPTOM OF CRISIS?

In this article, the author deals with the white paper of the European Commission (EC) about European Union (EU) governance. The author says that the speech delivered by EC President Romano Prodi in Strasbourg, France on February 15, 2000 regarding reforms of European governance is far-reaching and ambitious. The author claims that reformers and outside observers welcomed the governance reforms initiative in the hopes that they will improve EU. The author discusses the concerns raised by the reforms including the possibility that they are doomed to fail.
