Abstract

An essay is presented which outlines a theory of state power. The essay has the aim of showing how the power of the states has drawn from two sources, each of which claims a democratic genealogy. These two sources are reason of state and the other is welfare. The essay is directed mainly at the American context although several references are made to the history of European states and to recent socialist debates about the welfare state.
